Racing Victoria stewards have laid nine charges, including two in the alternative, against licensed stable employee Jennifer Davis following an inquiry into the management and welfare of horses under her supervision.
The allegations relate to breaches of Australian Rule of Racing AR 231(1)(b), which outlines the obligations of those responsible for horses. Davis has been charged with five counts under AR 231(1)(b)(iv) for allegedly failing to provide proper and sufficient nutrition, two counts under AR 231(1)(b)(ii) for allegedly failing to take reasonable steps to alleviate pain, and two alternative counts under AR 231(1)(b)(iii) for allegedly failing to provide necessary veterinary treatment.
Racing Victoria contends that between May 1 and September 12, 2025, Davis did not supply adequate nutrition to five horses in her care: Moriya, Angel of Avalon, Lady Thrills, Springsteen Notes and Warhorse x Miss Etiquette (2017).
It is also alleged that between November 1, 2024 and July 4, 2025, Davis failed to take reasonable measures to relieve pain experienced by Moriya, or alternatively failed to ensure appropriate veterinary treatment was provided. Comparable allegations have been made in relation to Angel of Avalon.
The matter has been referred to the Victorian Racing Tribunal, with a hearing date yet to be determined.
