Victorian bookie Anthony Doughty has been charged for accepting and recording bets outside of his license conditions.

Racing Victoria (RV) Stewards have this afternoon issued a charge against Licensed Victorian Bookmaker Anthony Doughty under Australian Rule of Racing 175(a).
The charge relates to Mr Doughty’s betting operations for the period from 11 August, 2010 to 28 October, 2014 in which he accepted and recorded bets outside of his license conditions.
Australian Rule of Racing 175(a) states: “Any person, who, in their opinion, has been guilty of any dishonest, corrupt, fraudulent, improper or dishonourable action or practice in connection with racing.”
The particulars of the charge against Mr Doughty are summarised as follows:
The improper practice being that between 11 August, 2010 and 28 October, 2014 Mr Doughty conducted his bookmaking business in a manner which was in serious breach of the provisions of:
Club Bookmaker’s Licence Rules 2010;
Bookmaker Sports Betting Rules 2007;
Bookmaker’s Licence Levy Rules 2012; and
Bookmaker’s Telephone Betting Rules 2001.
That Mr Doughty failed to properly, accurately and completely record bets accepted and made by him;
Between 11 August, 2010 and 28 October, 2014, Mr Doughty took approximately 3374 bets (the bets) totalling approximately $911,000 in contravention of his Club Bookmaker Licence;
The bets consisted of Victorian, interstate and international thoroughbred racing and sports bets.
The bets were placed with Mr Doughty by a number of his clients via an unapproved telephone in respect to his Bookmaker Licence.
The charge will be heard before the Racing Appeals and Disciplinary (RAD) Board on a date to be fixed.
